I agree with your deductions having recently returned to that thought, after being talked out of it some weeks back. But don't agree with your choice of culprit. IMO it goes back further up the ladder than Mpv. As I said a few minutes ago I know of only one outfit that devious, who would systematicallysand longterm try to manipulate things in their favour by such methods. As k yourself how the managed to get the Diamond prospect in Arkansas declare a National Park years ago when they are't even allowed into the US??????
