From what I understand Milosevich started the whole thing when he took away Kosovo's autonomy about 10 years back. Going on about Kosovo is what helped him rise to power.

But I agree that the NATO action is a very worrying precedent and in fairness they should have done the same to China over Tibet. But they go after a small state that has limited power.

I see two things driving the NATO action. The EU needs a unified foreign policy if it wants to have further "political union". Kosovo is one thing they can all agree on. The other is Clinton wants to forget about Lewinsky etc.

They could bomb Turkey too. But then Turkey is a NATO member.... Milosevic is a commie....
