Funny you should ask; I just recently presented a paper on IP Business models at a conference. My point was that one should look at similar successful IP licensing businesses - AT&T / Bell Labs (UNIX), Microsoft (Windows), TI and IBM (many misc IP pieces). Phoenix has focused on commodity IP and continues to evolve it while leveraging the PC BIOS where possible. Mentor continues to add new, high value cores to it's portfolio. Scott McNealy had an interesting quote which says "IP has the shelf life of a banana". If you find a business model where you continue to advance the standard you will win, just as did AT&T and Microsoft.

Lastly, many getting into the IP licensing business have a pre-set notion of how the license should work and how they get paid. Anyone willing to investigate unique business models as a normal course of business will have the advantage.
