According to the following news story from 3/24/1999 it may be safe to deduce that lucent may already have won some or all of the "saudi contract"

Now John Chambers will come and say "Oh, thats nothing. We will replace their wireless equipment with our wireless IP network. Lucent is a dinosaur soon to be extinct" And he will return to his weed pipe.

Yawn. A billion here, a billion there, and pretty soon you're talking about some real money.
