Doug, you are typically too educated. But we would both agree, I believe, that the unspoken US policy towards saving large population bases is first and foremost, racist. Sudanese are not white, period. We, the American majority, have our roots in white Europe, and we are thusly orientated. Call it anything you want, it is racist. People of color have done the labor of white America since our inception. African slaves, then Mexican farm laborers, etc. Americans look on people who don't look like us ("whitey") with an alien eye. We are not "of" them.

And to answer your "deeper" question as to why the US is now spending 100's of millions a day in Yugoslavia, "its the legacy, stupid" (no insult intended). The Clinton legacy. He is a dangerous person. I want to barf each time I hear him say, "our national interest" in the same breath with Kosovo. Good God, man. It is in our "interest" to let Europe take care of Europe. If and when they call for help... different matter.

But Clinton sees himself on the lecture tour with nothing to talk about except "launching cigars in the Whitehouse", so he is creating diversions. Pray for us.

Getting back to your insistence that Iran is leaning towards a moderate view of Israel because of their new president, yeah, right. And Americans aren't racist because Clinton appoints minorities to his Cabinet. Please.
