Your points are well taken. However, I would like to point out that we have more precise weaponry than we did during ww2, vietnam or as compared to the V-bombs. A lot of these bombs were dropped on civilians that stiffened their resolve. If the bombs are dropped precisely in order to degrade the military capability, it would put them in a "defense mode" and make them hunker down and/or come to the bargaining table. There is actually a precedent for this with milosevic. He retreated his forces from bosnia when Nato shot down his planes. The bombing hasn't brought Sodd'em to his knees, but I bet you he quakes everytime a siren blares in downtown bagdad. He certainly does not think of incorporating Kuwit to make a "greater iraq". He has been effectively thwarted.
The point here is not to bring Milosovich to his knees but only to the bargaining table(which should be easier if he is at all rational). OTOH, like you said, it could turn out to be an unending, costly and potentially destabilizing war.

All this said, I am no proponent of a "liberated Kosovo". Frankly I don't know anything about the local situation. I just hope for an amicable, diplomatic solution w/o human rights violations...
