I don't track the fundamentals of GAMM, however, you can't value a company based on number of licensees. GAMM's licensees could be larger ones with a longer operating history in relation to Starnet's which are primarily start up gateway web sites. GAMM with a lower market cap seems to move irrationally on incredibly thin volume which suggests its price movement is arbitrary. NWDP seems to be similarly irrational of late. Mention of intent to place banner links on search engines tripled the stock. BTW, in #2598 regarding insider information understand that many of these development companies employ software engineers, etc. that move from company to company so essentially everyone in Vancouver knows what others are doing. This is usually a great source of reliable information if you mine it.
