I think that he is just being realistic. Other Republicans have been overtly critical, or made it clear that they were withholding direct criticism for the sake of the troops. He has not been critical, but he has not ringingly endorsed things either. He has said:"Don't fool yourselves, at some point, ground troops will have to be inserted, or we may as well stop now..."
