Yes you will get Shares in New Company as you bought them that day.
Does not matter when Settlement is.
Yes If there are shorts that day they will have no shares in either company and will have too replace them in both companys.

I think you missed them, Dave - if the record date is Mar 22, that makes the trade date Mar 17 [i think], so on the 25th you were buying NewWsp. Me too - on the 18th or 19th i was straightening up wsp in two accounts to get shares divisible by 800. Too late, now i'll have odd lots in both. It is a bit surprising to see the record date set back that far, eh.

So we've been trading NewWsp since last Thursday morning, i guess. Yes, anybody short wsp then is now also short Newco as well, imho ..... cheers
