I think it did complete the shoulder and broke down decisively, but yesterday it went above the neckline, and if it remains over the neckline the next couple of days it could be a failed H&S.

The Russell EW count from 4/98 puts it IMO in the 5 from the top, starting from January's high. If it will turn down sharply again today or tomorrow to a new local low then it has started on 3 of an extended 5 of 1 of 5, otherwise it has completed 1 of 5, and started 2 of 5 yesterday.
