Where did I say to "get out" of Cymer? Please feel free to twist my words. OT. Announcing crude oil cuts and making the cuts stick are two different issues. OPEC announced cuts last year, which were completely ignored by members. Iraq will continue to pump 2.5 mm bbl per day under the UN oil-for-food program (the Clinton administration may increase this number in the near future), this number is not counted under OPEC guidelines. It hasn't work in the past, buy maybe "it will be different this time".
