Even though it is a NATO sponsored attack, the US will likely bear the brunt of the retaliatory anger. It seems to be a favorite flag for burning.

The parallel between the Gulf War and the Kosovo Action are few, I'll grant you that, but in a broad way, they are identical. Dialogue devolves to force only when it is meaningless as it proved to be in both instances. It is meaningless when one or both of the parties have their fingers crossed behind their backs.

In the Gulf War and in Kosovo, many people concur, the use of FORcE is required, the dialogue is meaningless.
