to put things into some kind of perspective, Michael Dell owns something around 180 million shares of Dell. Selling 4,000,000 per year is around 2% of his holdings and less than 0.2% of the shares outstanding. The 144's filed in the past month or so come to 1.026,210 shares out of 11.8 million or 8.7% of the shares outstanding- a huge difference.
