An always on connection requires a static IP -
However, the static IP can be off-net such as a 10.0.0.0 address. If these are used, then the provider must proxy the assigned address to a real on-net IP address which can again be static or dynamically assigned. Network Address Translation (NAT) can be used in lieu of a Proxy scheme. At any rate, in this case of Proxy or NAT, the end user is precluded from hosting a site because a static on-net IP address is not assigned uniquely to the specific site. I have been told that TCI is using off-net addresses with their cable service in some areas and using static on-net IP addresses in other areas. I would like to hear more on this from others with experience.

Why would you think a static IP is negative?
