Yes, that is the theory he is putting forward.

I think he is wrong. I think he has made the situation worse for both sides, and has reduced our ability to be participants in solving the problem. As somebody pointed out on this thread earlier, an agreement coerced by threat of death is not binding under U.S. law. Why do we apply such a different standard of conduct to international law, and believe that we can (if we succeed) force him to sign an agreement under threat of death and then have any moral right to expect him to comply with it?
