I have had PM from someone who heard this directly from MSD, so I guess we have to accept that DELL was making these payments. The agreement with IBM apparently stems from IBM pressure on DELL in the late '80s when DELL had little clout.

From my response to that PM...
I guess DELL was not big enough to fight the big blue machine. IBM tried the same thing on CPQ at about that time and CPQ sued IBM for infringement of CPQ EISA patents when IBM designed Microchannel. IBM then offered to do a cross license, CPQ told them "pound salt, we'll design out your IP and charge you for ours" which is exactly what they did. IBM of course used the bus design in everything from PCs to RS6000 so they have been paying ever since.
