U.S. officials earlier stated that placing US ground troops was out of consideration. Greece and Turkey have called for halt to bombing. Italy is on the fence. The Serbs are upping the stakes by increasing the offensive against Kosovo and attempting to attack Bosnia. The U.S. hasn't done the necessary preparation of the Soviets and other non-NATO countries to make sure this conflict doesn't escalate or spread.
