SUBJECT: Fall 1998 Soccer Season
We are playing soccer again and it is great! For those of you that do not know, I have taken over the position of Area 5C Referee Administrator (ARA) from Paula Newquist. I would like to thank her for the all the work she has done for AYSO over the years and hope she can continue to help us as time permits.
Area 5C Referee Staff
It has been said that change is normal, so the Area 5C Referee Staff must be normal. We have a new Area 5C Director of Referee Instruction (ADRI). I am very pleased to announce that Daphne Brown has taken over this position from Timothy Montoya who has moved to Atlanta. Since I have moved into the ARA position, I have freed up the Area 5C Director of Referee Assessment (ADRA), so if you know somebody that is interested in this position, please let me know. I have just selected Dave Bergmann, a senior at Bob Jones High School in Madison, to be our first Area 5C Director of Youth Referees (ADYR). He has been given the responsible to develop the Area's Youth Referee program. He will be contacting the regions to survey how you recruit, use, and train youth referees and to collect ideas to share with other regions on how to recruit, training, utilize, reward and retain youth referees. Over the season he will be collecting information from National to share with you and helping the Area staff to develop and plan Area level youth referee activities. So please help Dave when he calls and if you have any ideas, please call or send them to him.

Fall Planning
I will be attending the Section Five Staff/Planning Meeting the first weekend in October and request the following information by the end of this month to support this meeting and my fall planning.
List of your current regional referee staff (RRA, RDRI, RDRA, RDYR, others). List of referee clinics/courses held last year (July 97 – June 98). List of referee clinics/courses (already held / planned) this year (July 98 – June 99). List of desired Area sponsored training courses (Area Referee Course, Section Referee Course, Referee Assessor Course, Referee Instructor Courses, etc.) and potential candidates. Goals and Objectives for your Regional Referee Programs. Roster of all current referees (minimum: Name, Home Address, Home Phone, Work Phone, E-mail(s) and current AYSO Referee Grade). Class rosters from all referee clinics/courses taught since last fall. List of referees requiring upgrade assessments. List of nominees for Grade 3 Referee Mentors. AYSO Referee Mentor/Assessor Program
One of the biggest changes AYSO has made in the upgrade process of referees from one grade to the next is to redefine the roles and duties of the Referee Assessor. AYSO has introduced a new assessor program, which now includes training for Grade 3 Referee Mentors as part of the Area Referee Course. What does this mean to the regions and referees? Well now each region can have its own pool of Grade 3 Referee Mentors that perform the observations of referees working on upgrade to Area Referee. The requirements to become a Grade 3 Referee Mentor is to be an Area Referee or higher, have over two years referee experience, receive the referee mentoring training, have great people skills and be appointed by the Regional Referee Administrator. The Area Director of Referee Assessment (or the ARA until one is appointed) needs to be informed on whom you are planning to appoint.
As I have already requested above, please send me a list of your nominees for Grade 3 Referee Mentors and I will work with them to get qualified as Grade 3 Referee Mentors. If they are already Area Certified Referees they will need to take a short (1-2 hours) Mentoring class which we will offer later this season. Once you have a Grade 3 Referee Mentor in your region, she or he can do all of your upgrade observations to Area Referee, thus making the upgrade process a lot easier. But until we have trained and appointed Grade 3 Referee Mentors, an assessor appointed by the ADRA must assess all candidates for upgrades. So please get the list of all referees requiring upgrade assessments to me ASAP, so that I can start scheduling their assessments.
Referee Training
This winter, we once again will be offering several referee training courses during the off-season. So if your region has any special requests or would like to host one or more of the training courses, please contact Daphne as soon as possible, so that she can start her planning. I expect we will offer the Area Referee Course, Section Referee Course, Grade 5 Regional Trainer Course, Grade 4 Instructor Transition Course and something from the Referee Assessor/Mentor program. Again these course are demand driven, so please let Daphne know your region's projected training requirements.
Please remember to let the Daphne know when you are conducting regional level referee courses, so that we can get the word out to the other regions. Many times a region will find volunteers that can not attend one of the region's training courses because of a schedule conflict, but may be able to attend the course on another date. So please keep us informed of when you are conducting referee training.
Instructor Training
Ms. Judy Embree will be conducting a Grade 5 Regional Trainer Course in Lewisburg on Sunday October 4th from 1 to 5 p.m. The point of contact for this course is Kim Wood, (931) 270-1593. The graduates of this course will be certified to teach the assistant referee, referee and regional referee courses, plus the U-6, U-8, U-10 coaches courses, and the old youth coaches course.
Referee Game Control
The only authorized method of referee control for an AYSO game is the Diagonal System of Control. That is one center referee and two assistant referees on the touchlines. If only two referees show up for a game, the referees should recruit one volunteer to server as a club assistant referee and then one of the referees centers the game and the other becomes the other assistant referee. If only one referee shows up for the game, the referee should recruit two volunteers to server as club assistant referees. This will give our referees much needed experience in the 3-man system – it is very obvious at the Area Tournament that most referees are not used to working with a full compliment of referees. Also, this is one very good way to recruit other volunteers as referees. Be sure to do some on the field training each time you use a volunteer and be sure to give them positive feed back to encourage them to help again. Avoid being the only official and using the dual system. These methods keep our ranks short in numbers and our officiating sloppy.
Misconduct During Games, U-10 and Higher
All send offs (red cards) of players, coaches, or spectators in division U-10 and higher played between teams from different regions must be reported to Area by phone within 48 hours of the game and followed up with a written report. Please provide general information about the send off and a POC if you leave a message. But please do get a detail written report to me ASAP, either by snail-mail or e-mail. This will allow the Area staff to be sure that all such incidents are handled fairly across the area.

Area 5C Tournament
The Area 5C Tournament will be held this year again in Huntsville. It is schedule for the weekend of November 14th. Each team attending the tournament this year is going to be required to have two certified referees representing each team – at least one must be capable of serving as a center referee. No longer will we be accepting the pool method of referee submission. These team referees must be available to work two games each day in the age division of the team (or higher) they represent and they can only represent one team. More information about tournament referee requirements will be forthcoming.
Referee Registration
All AYSO referees are required annually to complete and sign the "American Youth Soccer Organization Volunteer Registration Form". Please do ensure that all of your referees and staff volunteers have completed a volunteer registration form and that your region's register has submitted the information to the AYSO National Support Center. We will also be requesting a copy of the volunteer registration form as part of your region's tournament referee registration package. A signed form must be on file with the region to ensure that the referee is covered by the liability and accident insurance provided to registered volunteers by AYSO.
