The the term is called "risk-based" in which CKFR does pay the merchant (payee) with it's own money to KNOWN merchants, then funds are collected after the the due date of the bill. Ideally the transactions pass each other on the due date. I n the case where the payor (customer) didn't have the money, the transaction was reversed with the biller. A contract was signed by CKFR and the biller to allow a undisputable debit on these bills. This means no float!

It was amazing how much people got their undies in a bind over the float issue.
