Until a bully is brought down a notch, he is just a leader to his people and even others. However, we run the risk of failing to dislodge Milosevic as we did with Saddam. It seems to me that economic sanctions would eventually work with Yugoslavia, but unfortunately by that time there might be only Serbs left in Kosovar. It is all too probable that we will do something like this for the Kurds in the future. Although it is the wildest possibility, I would feel better about helping Tibetan people (a wonderful culture and people). Maybe we should just estimate the cost of the military efforts and use the money to bribe everyone to be nice to each other.;))

You have asked all the right questions, Bob. The Clinton administration will have their answers, critics will have theirs and journalists will keep asking the questions without getting concrete responses.

One final thought for everyone - we accept that poverty, drugs, education, homelessness, etc. are chronic problems which take a long time to improve but never get fixed completely.

And yet we expect foreign affairs to be a neat, tidy exercise which is always finished on time with no messy details.

Despite the wonders of the Internet, the US remains a very isolated nation in terms of understanding the hard realities of its neighbors around the globe.
