According to the press, Clinton consulted his military advisors (also known as polls) and ground forces are ruled out. He should've known that going in. Anyone with any intelligence would not have initiated an air offensive without first formulating a land-based strategy to follow the air bombing and getting a commitment from the military and the public to support it. Clinton has never adequately consulted with Congress or the public in any of his military misadventures. Some would consider him to be in violation of the War Powers Act.
