I wonder if they are choosing well - in Clinton's or Blair's shoes I would likely not stand back and watch Milosevic proceed with his ethnic cleansing, but clearly there is no political will in either country to send in troops, which is what it takes. Remember that it took Pearl Harbour to get the US involved in the last war, a full nineteen months after Dunkirk and twenty-seven months after the UK declared war following Hitler's march on Poland.
