It never was a possibility while Lincoln lived. I can assure you the world would suck even worse than it does now.
Every country has a political right to fight to keep its territory under international law. No country has a political right (these days) to massacre its subjects under international law. Gladstone's campaign against the Bulgarian massacres was an important initiative. English atrocity stories (e.g. Nurse Edith Cavell) in WWI established a principle that help induce the U.S. to go to war. Why do you suppose leaders of the Bosnian and Ruandan massacres are being tried by international tribunals a la Nuremburg? But it saves no lives to imprison killers after the massacres. Cooperating nations under the aegis of the UN can and ought to intervene. Success or even punishment in Serbia will set an important precedent.
This is not the last such war.
