No, the $17 preopen is not accurate becuase there are not enough orders on the table yet. Look at the depth:

If the person holding this up at $17 pulls out (must be since asks have greater volume), this will be at $14.90 or lower in a matter of seconds. Be careful about pre-opens. They can change dramatically going right into the final minutes. I think they're a good indicator, but that's all they are.
