Changing a text file into HTML is a breeze, since HTML is text format anyway. You just have to rename the extension.

Example: mypage.txt
Rename it to: mypage.htm (or mypage.html)

Your second question is more difficult. You can rename the extension of a file in Windows Explorer very easily, but it won't convert the file into that file type. You would have to use the file's program and try to save it as another file type. Like you said...In Word, you can take a .doc file and save it as a .txt (you might lose some formatting). You cannot change that in Explorer...and that goes for every other file type as well. You must use the originating program and if you can, change the format from within.
