It is starting to look like ground troops are inevitable. Once committed they must remain committed for their military objectives. I think we can count on the following: regional stability, maintaining peace in Kosovo, stopping the flight of the refugees into surrounding countries, facilitate the return of the refugees. Once this is achieved I think the ground forces must plan to maintain this accomplishment over time. If we presume that it is obtainable it would have to include long term deployment of ground forces. This raises a couple of concerns. The Ethnic Albanian people must currently be viewed as a radical conservative revolutionary force, to be reconned with. The KLA is likely to become an official political and military force. The ground forces will likely be Western thinking and behaving people. I suspect the confrontations over the gathering of time between the KLA and the Western forces are going to be awful. What happens when the members of the ground forces begin to interact with the Ethnic Albanians? Allies at war do not necessarily make good neighbors in peace. The bordering countries are already starting to meet the Ethnic Albanian refugees with hostility. They too will become enemies of the USA as this develops. This is a very serious and long term commitment. Wake up bill clinton.
