Actually, the thought I had was that QCOM laid off those people to get the infrastructure division ready to sell. It became a lean, mean, for-sale machine.

At the time they said it was so that the infras division was no longer losing money, but when asked why the infras division was so big in the first place they said it was to prepare for expansion that never came due to various world events (Russia loan crisis, etc.). Based on this info I agree that the division, as currently staffed, was adequate to operate at the current level of revenue, but probably not much more (i.e. more infras revenues, handset design and higher attrition). JMO.
