IMO, heads of Gvt of NATO member countries won't have the will to destroy the Yugoslav army, or the will to expand targets beyond the military, or the will to send in ground troops.

Those actions would be the logical thing to do to win this war, but none of those politicians are even ready to admit that they started a war.

(This asshole, Joe Lockhart, was even stupid enough to say that it was shameful for Belgrade to ship all NATO countries journalists out.)

NATO bombed to show that it was credible when it made threats, and backed itself in a corner.

I am afraid that they will continue with half-measures until they see an opportunity to declare a cease fire, with the help of the Russians.
