1. Send material means, and organize help to Kosovar refugees.

2. Inform Milosevic of our intention to move in with ground troops, regardless of the situation on the ground.

3. Step up the air campaign to include troops as well as industrial, and infrastructure installations.

4. Work with the Russians to pressure Belgrade.

5. Give Milosevic an exit strategy.
