Re ceasefire, I guess NATO wants to show determination by forcing Yugoslavia into submission rather than going back to the table so early. If NATO goes to the table now it would appear as they wanted a quick way out and weren't prepared to stay the course and fulfill the 3D goals... Milosevic would read that as weakness.

As Daniel Serwer echo'd in an interview with MSNBC the Serbs campaign combined with NATO bombing has killed any chance of peace in the near future. He said "Clinton needed to order in ground troops to prevent his policy of limited force from turning into a disaster. I think we're pretty close to pronouncing Rambouillet dead” I'm now waiting for the pitch from Clinton for ground troops ... I estimate it will happen late in the week or early next week.
