"Fortunately, our President doesn't have to ask permission from a divided
congress to offer humanitrian relief deployments."

Humanitarian relief deployments = bombing the shit out of someone- Oh, now I understand. We are redefining the English language. Let's call it for what it is- We (Nato, but mostly the US and the UK) do not like what the Serbs are doing in their country so we are going to BOMB them until they stop.

You have that unfortunate combination of being both a zealot and an idiot. Not long ago the state dept. was calling the KLA a terrorist org. Now SM is Hitler and beating up on the poor "Ethnic Albanians" who would like to claim Kosovo as their own. SM is a shithead. But he hasn't invaded any other countries. Now NATO, a defensive organization, largely formulated in opposition to the old Soviet block, is involved in policing the internal affairs of a nation full of tribes who relish the next opportunity to avenge decades/centuries old bitterness. Now, everyone knows that bombing the crap out of them is futile (as well as insane I might add). Ground forces will be necessary to do anything effective. Sending troops against the Serbs, a seasoned, determined bunch if ever there was one, will be hell for the people, boys and very young men mostly, on the lines in a very rugged countryside. Then after that meatgrinder is over what noble cause will "NATO" take up? Chippy, YOU go, or send YOUR boys.
