Unfortunately for NATO, Milosevic is winning. All three primary goals of the NATO operation have yet to even begin to be realized: 1. Deter Milosevic - expulsions of Kosovo Albanians and elimination of KLA has increased not decreased 2. Determined: shown a determined/unitied NATO front. - italy, greece are having second thoughts - pretty soon the U.S. will be showing cracks as we talk about ground troops and the public has a fit 3. Destroy Milosevic war machine. - no significant damage done to the army itself (as reported by Pentagon today) NATO gets a "F" on my report card.
