Very interesting. I would say do it, but unfortunately bounties rarely work. Look at Rushdie.

Although it may prompt me to buy a plane ticket... I have friends with relatives in Romania, hmmm. Ya know anyone that would wanna join in for some Ops fun for a share of the bounty? ;)

It is not likely that the removal of Milosevic will be sufficient to end this problem. Also, it is hard to negotiate under those circumstances. But it is creative!
