But we waited until the pot boiled over to do much of anything about it, and had no contingency plan when the bombing failed in its objective. Additionally, rather than concentrating on halting the military offensive in Kosovo, we counted on punitive raids to break Milosevic's will, so that by the time Serbs tire of this, it will probably be too late for the Kosovar Albanians. Now tell me, what would we have lost by granting a ceasefire in order to get back to the negotiating table, especially if Milosevic had put repatriation on the table?
