WASHINGTON, March 31 (UPI) -- Newspaper reports say the United States and NATO have agreed to broaden the air assault on Yugoslavia to include government targets in central Belgrade.

The Washington Post and New York Times, quoting official sources, report today that NATO ambassadors decided in a marathon session late Tuesday in Brussels to increase the list of targets in Yugoslavia by about 20 percent.

The Times says that U.S. officials had hoped for a broader target list. The plan for a change in tactics comes as NATO has acknowledged its current campaign has failed to stop the brutality in Kosovo, where the forces of Yugoslav President Slobodan Milosevic have ousted thousands of ethnic Albanians and are allegedly committing atrocities.

The NATO decision gives alliance commanders authority to launch phase three of the bombing plan, which includes attacks on command centers, fuel supplies, weapons depots and government structures such as Milosevic's Interior and Defense Ministry buildings.
