I'm a little confused on how to apply for the IPO on E*Trade. At what point do I submit an eligibility profile and is that separate from the IOI? Do I need to submit the profile now? Thanks for anyone's help.

Really trying to get Value America IPO...is there a paticular timeframe the IOI's are posted?
