If the concept were not enshrined as a principle, and relied upon as a battle cry and in diplomacy, I doubt that the century would have been so feverish. At Munich, for example, Hitler had not only war- weariness in his favor, but the rhetorical assertion of the Sudeten Germans "rights"...Perhaps had the great powers been less cowed by the argument for self- determination, they would have had more backbone...
