At the brink...............

1709 GMT, 990331- The deployment of the Russian fleet to the Mediterranean is a major signal from the Russians. The Russian attempt at mediation was rejected with contempt by the United States and other NATO countries. The internal politics in Moscow makes this both intolerable and creates a tremendous opportunity for Yeltsin and Primakov to use a confrontation to burnish their image as Russian nationalists. The Russians are signaling the United States and NATO that their rejection of the Russian negotiated peace terms are not placing them at odds only with the Yugoslavs, but also with the Russians. As the Russians signal the first east-west crisis since the Cold War, the focus remains on the Germans, who are the most exposed to any deterioration in relations with the Russians. We are not near the brink of anything yet. However, we are on the brink of having to start thinking about brinks again.
