People feel that since 1998 was the year of the biggest decline in
semiconductor demand since 1985, that the rebound must be occuring,

That's what the action in these stocks is based on imo.

The increase in production during the last upwave in demand from 1995-1997-8, may have given us so much extra capacity that margins will continue to erode.
