If I knew "when" to buy, I would be posting notes from a beach somewhere with a satellite uplink <G>. I bought some myself at $1-1/16 not too long ago and I am still recommending it to friends at below $1.50. Actually, since the near term upside should now be higher that the 52 week high of $4.50 reached in April of 1998, it is still a pretty good gamble at even $2.50. I say this because a favorable appeals court ruling should propel the stock to new highs and the appeals court ruling should come down within months. An adverse appeals court ruling will have a very negative effect on the stock price, but would not represent the end of the World. There could be a further appeal to the Florida Supreme Court and a further Appeal to the US Supreme Court. If these fail, there could be a new inverse condemnation lawsuit similar to the lawsuit won by Miller Oil Company against the State of Michigan. Such a suit by CCO against the State of Florida could result in a hugh liability for the State of Florida, perhaps hundreds of Billions of dollars. (That Billions, with a B). I think the State could be liable for punitive damages (if not prohibited by law). These hugh numbers scare me to some extent, because they represent some sort of incentive to fight to the bitter end. Politicians may be willing to fight and delay at any cost, until their term is over. If CCO wins a hugh settlement in the end, will anyone remember that it was Chiles who set the stage for it?
