The theory of memes is a controversial analogy to "genes" within the biological world. Memes can be any cultural "bit" that is transmissible, like a tune or an idea. The idea is to apply evolutionary theory to cultural transmission. Those things with the greatest appeal to the hosts (mankind) and the greatest adaptive traits survive. Of course, since in one sense everything is "cultural transmission", the theory would be somewhat self- defeating, since it will survive or fail not on its objective merits as a theory, but on its ability to engage our attention, to be readily transmittable, and the like.
