North,

BII management said they have enough cash.
If BII were not to become profitable in the 4th Qtr. they will probably need cash sometime around September or October. Therefore, why sell new shares now at $12. I think the possibility for the company to sell new shares at a much higher price is more likely and more desirable IMO.

Shows you haven't the faintest idea what's in the 20F documents. How much cash did they have as of Feb. 17th?
