France cancels 7.0 bln francs of poor country debt
TOKYO, Jan 22 (Reuters) - Finance Minister Christian Sautter announced on Saturday that France was cancelling 100 percent of the government-guaranteed commercial debts it is owed by some of the world's poorest countries.

The write-off amounts to seven billion francs, Sautter told a news conference following a meeting of finance ministers and central bank governors of the Group of Seven industrial nations.

Sautter said the relief would apply to Paris Club debts incurred by the 41 countries eligible for the Heavily Indebted Poor Countries (HIPC) initiative agreed by G7 leaders at their Cologne summit last year.

The HIPC initiative promises the most generous debt relief to date for those countries willing to follow economic reforms designed by the International Monetary Fund to increase efficiency and reduce poverty.

The exact terms of the French offer were not immediately available. The Paris Club of government creditors normally considers relief only on old loans contracted before a certain date.

Britain, which has announced a 100 percent write-off of all its HIPC country debts, immediately welcomed the French initiative.(cont)
