One did not have to be a Priceline customer to receive share allocation although Priceline customers had higher priority.

This sentence from the ValueAmerica site does imply that VA customers do receive preferential treatment:

I got 100 PCLN from Etrade without been a pcln customer.
Does Etrade give platinum customers preference in IPOs ?
