3 soldiers a ruse to involve Rapid Reaction Force? Noone could argue with the need to rescue 3 missing servicemen. On the otherhand, there are Serb paramilitary behind the lines as well, so they'd have a developed and coordinated infrastructure of their own inside Macedonia to keep hostages weeks. Another possibility is to use captives as human shields, bringing home to the US public the reality that continued bombing hurts them too.
