How to interpret % ownership by institutions......

When I DD a stock and find % ownership of, say DTII, I find that institutions own 95% of so of a float of 5.3M ... I interpret this as suggesting that supply is tight (assuming that for the most part, institutions are long the stock). Granted that institutions may consist of "small" funds who could act quickly...

So, how to interpret this... one view is that it means that there is no room left for new institutions so no room for price growth, buy medium % firms instead (like OLN 69%) and wait for institutions to find it again.....

So, the general question is how does one address the % institution issue in a wise fashion?
