at the risk of stating the obvious, there are other flows. The net foreign flows moving into the Nikkei may be coming out of the JGB market, a lot of foreigners are concerned about the prospects for enormous debt issuances and are bearish on JGBs. Or there could be an out flow of Japanese investors looking at foreign markets. The central banks haven't been particularly active so the net flows must balance.
