The relative strength of the European powers is really not the issue. U.S. interests are what it is all about. Clinton and Albright are sending a message that the Big Dog won't tolerate much upsetting of the apple cart in places deemed strategically important to us. The message is as much for Russia, Greece and Turkey as it is for Milosovic. It is unfortunate that those boys have been captured and beaten, but you can't really think they give a damn about them in the White House and the State Department. Their only concern about this incident is how public sentiment will be adversely affected by this incident. BTW, I do not condone any of this action. I believe that Clinton is a lying scumbag and Albright is a war mongering sow. I'm only trying to explain the difference between the smoke and the fire here. The U.S. LIKES being the toughest kid on the block and the powers that be in Washington feel the need and/or desire to kick some deserving despotic ass from time to time. We do it to keep security, stability and CONTROL in strategically important areas, while simultaneously letting the world know that we can play bully anytime and anywhere we want for whatever real or perceived reason we have. That's reality and we don't need to like it. Just enough disinformation will be spewed in the form of "just" actions in the name of "humanitarianism" in order to avoid overwhelmingly adverse public opinion. After all, Vietnam War style protests are messy and dangerous to the existing power structure, so the sheep need to be kept calm via whatever plausible propaganda they can muster. BWDIK.
