When will internet2 go live to the public? Presumably the number of users is severely limited for awhile.

No answer to this one -- too bad, these are good questions. I think you meant NGI anyway; Internet2 will not be available to the public, but is a test network which will presumably be improved to develop, ultimately, Next Generation Internet.
