dumb question, is Nasdaq first come first served?

Depends on if it is a market order, limit order higher than offer , or limit at offer.

They generally are executed in the above order, 1st come 1st serve.

Mkt orders have precedence over limits, etc.

It also has alot to do with the broker and programs one uses.

I am sure somebody else here can add to this explanation.
